Where can I find an interesting beach town outside the US to spend the summer writing and surfing?

1) quiet, have nice beaches and surfing
2) not big tourist destinations
3) old and weird, as opposed to new/flashy/crowded/loud
4) easy to get around
I’ve also considered the Dalmatian coast, but it’s presumably way too touristy in the summertime at this point.
Is speaking minimal Portuguese (but good Spanish) and seeking a solid internet connection realistic in those little coastal towns? Are there other relaxing (but interesting & strange) towns in Europe and South America you’d recommend?
